Pakistani Taliban links seen as "entirely plausible"
The United States has asked Pakistan for help investigating a failed plot to bomb New York's Times Square, The Washington Post reported on Thursday, as investigators kept questioning a Pakistani-American charged in the case.Washington was preparing a detailed request for urgent and specific assistance in the investigation to be presented by the end of the week, the Post reported, quoting an Obama administration official.
So far, the United States had only asked to interview the parents of the suspect, the newspaper said, quoting a Pakistani official as saying the parents had not been located.
U.S. investigators see credible signs the Pakistani Taliban movement had links to the the suspect, Faisal Shahzad, in the attempted car bombing, U.S. officials said.
U.S. investigators were taking "a hard look" at the possible links between the suspect and Tehrik-e-Taliban Pakistan, or TTP, suggesting there was a growing body of intelligence pointing in that direction, a U.S. official said on Wednesday.
"TTP is entirely plausible but we're not ruling out other groups," the official said, speaking on condition of anonymity. [ID:nN05187448]
"It's important to develop a complete intelligence picture before reaching any final conclusion, but all the brush strokes aren't there yet," the official said.
In a sign of heightened security in America's most populous city since the failed bomb attempt on Saturday, authorities shut down New York's busy Triborough Bridge on Wednesday night after a rental truck was found abandoned and smelling of gas.
No bomb was found in the truck and police said the bridge would reopen shortly. [ID:nN05206551]
Shahzad, who U.S. prosecutors say admitted driving a car bomb into Times Square waived his right to an initial court appearance on Wednesday to keep talking to investigators, sources said.
Shahzad, 30, who was born in Pakistan and became a U.S. citizen last year, has been charged with attempting to use a weapon of mass destruction and trying to kill and maim people within the United States as well as other counts.
The Taliban in Pakistan has claimed responsibility for the plot.
CIA-operated drones have targeted Taliban figures in Pakistan's tribal areas and the group has vowed to avenge missile strikes that have killed some of its leaders. If confirmed that the group sponsored the failed bombing in New York, it would be their first attack on U.S. soil.
U.S. prosecutors said Shahzad, the son of a retired Pakistani vice air marshal, had admitted to receiving bomb-making training in a Taliban and al Qaeda stronghold in Pakistan. Shahzad was arrested on Monday night after he was removed from Emirates plane at New York's John F. Kennedy International Airport that was about to depart for Dubai. He had been on his way back to Pakistan.
"I was expecting you. Are you NYPD or FBI?" local media reported Shahzad as saying to Customs and Border Protection agents when they approached him on the plane.
Shahzad waived his right to an initial court appearance within 48 hours of his arrest and other U.S. constitutional rights, a U.S. official and sources said. He faces life in prison if convicted of the charges against him, unless he negotiates a lesser sentence in exchange for cooperation.
"(Shahzad) was giving them intricate details as to what he did overseas," said a law enforcement source familiar with the investigation. "There was a determination that there wasn't anyone else in the (New York) area to target."
Shahzad bought a ticket with cash and boarded the plane even though he had been placed on a U.S. "no-fly" list earlier that day. On Wednesday, the Obama administration ordered airlines to step up their efforts to prevent people on the list from boarding flights. [ID:nN05212607]
Several of Shahzad's relatives were arrested in Pakistan after he was taken from the plane, Pakistani officials said.

WellPoint to Beef Up Rate Reviews
WellPoint Inc. Chief Executive Angela Braly is moving to respond to complaints about her company's health-insurance premium increases by adding new layers of oversight to pricing practices.
In a memo sent Wednesday to its 40,000 employees and reviewed by The Wall Street Journal, Ms. Braly said the Indianapolis health insurer will implement third-party reviews of its 2010 rate filings and investigate why its actuaries did not find miscalculations uncovered last week by the California Department of Insurance.
"We have to be sure that the processes we use and the work we produce are reliable and accurate, so they do not in any way distract from the real challenges facing us—the unrelenting increase in the cost of health care in America," Ms. Braly wrote.
The move comes a day after Health and Human Services Secretary Kathleen Sebelius asked governors and regulators in 50 states to investigate whether WellPoint's rate filings included similar errors to those found in California. Last week, the WellPoint unit in California withdrew its request to increase rates for individual plans by up to 39% after actuaries hired by the state found several mistakes, such as double counting the price effect of policyholders as they age.
Problems for WellPoint continued to mount on Wednesday. California Insurance Commissioner Steve Poizner, a Republican candidate for governor, said he is investigating the validity of claims data used by WellPoint's Anthem Blue Cross unit. The probe includes a review of claims, premiums databases and information-system processes and controls, the department said.
"We're not convinced their data-collection process is right and their data is in the right spot," said Mr. Poizner.
A WellPoint spokeswoman said the company is looking into Mr. Poizner's claims and will continue to cooperate with the state department. The spokeswoman said the memo was intended to explain to employees the company's plan of action.
In her memo, Ms. Braly pledged to work more closely with the California Insurance Department and its outside actuary, Axene Health Partners LLC. She says she will ask Mr. Poizner to allow Axene to help Anthem update its filing.
Ms. Braly also said that the company will change its internal peer review process to include more actuaries in addition to just those who work in the individual business. She is instructing presidents of her state plans to reach out to state regulators to answer questions they may have about the company's filings.
At the California Department of Insurance, a spokesman hadn't seen the memo, but said that the regulator encourages companies to take necessary steps to ensure accuracy of rate filings and looks forward to a formal request from Anthem about using Axene's services. "Allowing it may eliminate their independence and create potential conflicts of interest," the spokesman said in a statement.
Officials at Axene didn't immediately return a request for comment.
An HHS spokeswoman declined to comment on the memo, saying she had not seen it. "We hope WellPoint is finally taking this matter seriously," said the spokeswoman. "We'll be watching their actions closely."sentiment

Methods for Mobile Terminal Localization

This paper firstly introduces the classic ESPRIT TDOA/AOA joint parameters estimation method,and then makes analysis in its capability with context of the same delay.However,this algorithm does not fully utilize the information provided by channel response matrix,so the paper puts forward the joint estimation method based on the eigenvalues and eigenvectors.This algorithm estimates the delay and angle for only one eigenvalues decomposition.Thus it takes full advantage of the matrix information and makes the accuracy better.Aiming at the gaussian noise in wireless channel and according to the insensitivity of high-order cumulant to gaussian noise,this paper proposes multipath joint parameters estimation method based on high-order cumulant.It first estimates the delay and attenuation,furthermore,revises the attenuation while estimating the angle.Therefore the method can improve the accuracy obviously.Finally,combining high-order cumulant with the ESPRIT method,the paper brings up separation algorithm.Adopting the high-order cumulant in the estimation of delay and angle,it estimates the angle with ESPRIT method and verifies its effectiveness by the simulation.
